in maturing english walnuts what is the borer that attacks the nut?

The walnut husk is still green and something is burrowing into the nut. Sometimes 1/2 the nut has turned black and of course the kernel is damaged severly. I have sprayed with neem oil for the past two months. Any suggestions or solutions? I live in the Farmington area.
